In a dramatic political standoff, 51 Texas Democratic lawmakers fled the state—most to Illinois—to block a controversial Republican redistricting plan that could add five new GOP-leaning congressional seats.

The map, supported by former President Donald Trump and Texas Republicans, aims to expand GOP dominance ahead of the 2026 midterm elections by redrawing districts like the Rio Grande Valley and Houston-area seats, affecting Democratic strongholds.

Without a quorum—two-thirds of the 150-member legislature—the Texas House cannot vote on the bill. Republicans, who currently hold 25 of 38 congressional seats in Texas, hope to increase that number to 30.

“We’re walking out on a rigged system,” said Rep. Gene Wu, chair of the Democratic caucus.
“We’re not abandoning our duties—we’re protecting democracy.”

GOP Response: Arrest Threats & Daily Fines

  • Attorney General Ken Paxton threatened to have Democrats arrested.
  • Each absent lawmaker may face $500 fines per day.

This marks the third time since 2003 Texas Democrats have fled to block GOP measures—previous walkouts occurred over election laws (2021) and redistricting (2003).

Redistricting usually follows the U.S. Census every 10 years, making this mid-decade redrawing highly unusual.
